Billy Burnett
President, National Security Programs
Billy Burnett serves as President of DLH’s National Security Programs operations center. In this role, Mr. Burnett oversees all defense and intelligence programs at DLH, leading operational and business development activities.
Mr. Burnett has over 25 years of industry experience performing client engagement activities, business development and capture, acquisition-based program management, requirements definition, test and evaluation, software development and systems engineering. He has analyzed business and technology trends, and their impact on business objectives and organizational goals while simultaneously leading multiple integrated product teams in producing project deliverables.
Mr. Burnett first joined DLH through its subsidiary Grove Resource Solutions, Inc. in 2012. In various roles, he has been responsible for U.S. Navy and Marine Corps business development and operational activities, developing technical teams to meet customer requirements, strengthening the company’s solutioning, developing accurate and executable POA&Ms which identify CDRL development schedules, resource allocations and cost monitoring tools, and guiding quality initiatives. Prior to joining GRSi, Billy held roles at Atlas Executive Consultants, LLC, rKay Services Group, EMA/SAIC, ManTech, and other companies.
Mr. Burnett is a Veteran of the U.S. Navy, serving from 1979 to 1987 as an E2C Aircrew and In-Flight Tech. Billy holds a bachelor’s degree in Aviation Management from National University in San Diego in 1987, and a Master of Divinity from the Southeastern Baptist Theological Seminary. Mr. Burnett resides in Charleston, SC.
